(ACEL), in collaboration with First Balfour, the Technical Education And Skills Development Authority (TESDA), and the ֱ Manpower Development Foundation (CMDF), successfully conducted a technology-based competency assessment for heavy equipment operations NC II. Held on April 4-5, 2024, at SMX Clark, Pampanga, the event marked a significant milestone in evaluating operator proficiency.

The project, which saw participation from 26 operators from construction companies in Region 3, focused on evaluating the effectiveness of simulators as a reliable tool for competency assessment, specifically for Hydraulic Excavator NC II and Truck-mounted Crane NC II. This initiative builds upon the groundwork laid during the pilot activity held on November 9-12, 2023, at PHILCONSTRUCT Manila 2023.

This second iteration serves as a validation run following the successful pilot. Aligned with the industry’s push towards establishing proficiency standards in heavy equipment operations, this series of activities aims to set a benchmark for proficiency leveling through the simulator scoring system tailored to local industry requirements.

CMDF, ECEL, First Balfour, TESDA, AcreosAssessment via simulators represents a significant leap forward in evaluating competency for heavy equipment operators. These sophisticated systems can meticulously capture every operator action, providing transparent and impartial evidence of competency and proficiency levels based on performance data. Unlike subjective evaluations prone to biases, simulators offer objective metrics, ensuring the reliability and fairness of the assessment process.The successful completion of this pioneering initiative underscores the industry’s dedication to enhancing competency standards and ensuring the competence of heavy equipment operators.

Looking ahead, the insights gained from this initiative will guide future strategies aimed at introducing the use of simulators and XR technologies as safe, effective, and cost-efficient tools for training and assessment.

Makati City – The Philippine Overseas ֱ Board (POCB), an implementing arm of the ֱ (CIAP) has achieved a milestone on the successful launch of its inaugural flagship forum, “Building a Global Future”, held on 28 November 2023, at the Dusit Thani Manila, Makati City bringing together in one venue the industry captains and subject-matter experts on sustainability, innovation, digital transformation and globalization of construction, engineering and architecture services.

This government-led pioneering event for the construction industry featured public sector leaders from the DTI and DOST along with top engineering, design, and architecture companies and local contractors and suppliers with presence overseas with the likes of Palafox and Associates, ESCA, Aidea, Inc., Whessoe Philippines, Inc., Sta. Clara International Corporation, R.D. Interior Junior ֱ, Allado ֱ Company, Inc., HOLCIM Philippines, and the Philippine Institute of Certified Quantity Surveyors (PICQS).

The event was also actively participated by Mr. Anthony Mariano, Executive Vice President of Triumph Development Corporation, Prof. Ronilo Balbieran, E-Commerce, Digitalization, Infrastructure Policy, and Planning Specialist of REID Foundation, POCB Board Members Mr. Anthony Paul Fernandez, President & CEO of First Balfour, Inc., Mr. Francisco Gonzalez, Jr., President of Romago, Inc., Mr. Michael Roberto Reyes, President & CEO of DCCD Engineering Corporation, supported by the Philippine Green Building Council (PhilGBC), the Philippine Society of Mechanical Engineers (PSME), and the Subdivision and Housing Developers Association (SHDA) and was attended by over 90 delegates coming from the government and private sector.

In his keynote speech, Atty. Agaton Teodoro O. Uvero, DTI Assistant Secretary and CIAP Alternate Chairperson underscored the construction industry continues to be one of the main contributors with its 14% input to the overall 5.9% growth recorded in the third quarter 2023 GDP and a key client to over 60 industry sectors such as non-metallic, mineral products and the manufacturing of iron, steel, rubber, and plastics with strong forward linkages to key industry sectors including real estate, education, mining, public utilities, transport, manufacturing, and communications. The DTI through CIAP and POCB rallies with the government in driving initiatives for the construction sector through the Philippine ֱ Industry Roadmap 2020 – 2030, and remains steadfast in its commitment to making the Philippines a viable global partner in building nations along with our aspiration to achieve the projected construction value of Php 130 Trillion by 2030. The industry’s journey towards digital transformation is closely interconnected with our goal of creating a sustainable, built environment, and the battle cry “Tagat at Tapat” embodies our vision of fostering a collaborative and resilient environment for the steady economic growth of the construction industry.

Similarly, POCB conducted a session on “Fiscal Incentives for a Globally Competitive ֱ Industry” during the PhilConstruct Manila last November 11. The said info session featured the Board of Investments (BOI) which presented the Corporate Recovery and Tax Incentives for Enterprises or “CREATE Act” for PH contractors undertaking projects here and abroad, and the PhilGuarantee Corporation which discussed the access to development financing through credit guarantees that supports trade and investments, exports, infrastructure, energy, tourism, agricultural business/modernization, housing, MSMEs, and other priority sectors of the economy.

For 2024, POCB has lined up a forum on Design + Technology in the Built Environment, and the roadshows on the CREATE Act Incentives and PhilGuarantee’s Credit Guarantee Program during the PhilConstruct trade shows in Clark City, Pampanga, Cebu, and Davao.

The DTI – ֱ (#CIAP) joins the Philippine Commission on Women and the whole national government in the 18-day campaign for the prevention and elimination of violence against women (VAW) in the Philippines. To this day, VAW remains to be a persisting problem in the country affecting all Filipino women by hampering their potential for development, limiting economic, social, and political opportunities, and threatening their health, safety, and security.

According to the latest statistics from the PSA, the country’s labor force participation rate in September 2023 was estimated at 95.5%. Female labor participation rate in the same period is at 53.4%. Further, the construction industry contributed approximately 9.54% to the total employment in the Philippines in the said period, or a total of 4.55 million employed persons. With these numbers, it is crucial to ensure the presence of an empowering, enabling, and inclusive environment for both women and men in the construction industry.

CIAP’s Executive Director, Atty. Marco Maat, believes that the participation of women in the construction industry is integral to its continued and more sustainable growth.

According to Atty. Maat: “Kaisa kami ng buong gobyerno sa pagsisiguro ng seguridad at kapakanan ng mga kababaihang Pilipino. Naniniwala kami na sa pamamagitan ng pag-sugpo sa karahasan at diskriminasyon sa mga kababaihan, mas mapauunlad natin ang ating bansa. Inaanyayahan namin, hindi lamang ang gobyerno, kundi ang bawat isang Pilipino, na makiisa sa mga hakbang upang tuluyan nating mawakasan ang violence against women o VAW. Hangad namin sa CIAP ang isang VAW-free, inklusibo, at sustenableng Philippine construction industry.”

CMDF marked a milestone as it successfully conducted the inaugural run of the Drone 102: Drone Operation for Project Inspectors Course at the ֱ Manpower Development Center (CMDC), CMDF’s training center in Dasmarinas Cavite last November 20-21, 2023.

Drone 102 is the second installment in CMDF’s Drone series. Beyond fundamental flight skills, the course explores the role of drone technology in the context of inspection focusing on leveraging the advanced technologies embedded within drones to optimize project inspection.

This marks the fifth collaboration between the Department of Labor and Employment (DOLE) and CMDF, with DOLE consistently tapping into CMDF’s expertise for Drone Seminars. These seminars empower DOLE personnel and officers with the knowledge and skills to enhance safety and health inspections across diverse work environments.

Nine (9) DOLE personnel participated in the seminar guided by CMDF Drone trainers, Engr. Anthony Von Ryan Panelo, Mr. Jan Amiel de Leon, and Mr. Michael John Cataquian reinforcing the practical application of drone technology in inspection operations.

The Ministry of Land, Infrastructure, Transport and Tourism (MLIT) of Japan held a Courtesy Visit to the Department of Trade and Industry – ֱ (DTI-CIAP) last 08 November 2023 in Makati City, Philippines.
In a testament to their enduring collaboration, DTI-CIAP through CMDF together with MLIT, headed by the Director for Oversea business, International Markets Division, Ms. Ikue Takahara, co-organized a business matching activity that brought together member companies from the newly formed Japan Association of Small and Medium-sized Enterprises for Overseas ֱ (JASMOC) and Filipino construction firms. The gathering underscored the robust partnership between the two nations in the realm of infrastructure development.

During the event, CIAP Alternate Chairperson and DTI Assistant Secretary Atty. Agaton Teodoro Uvero delivered a keynote speech citing the importance of expanding the partnership beyond human resource development to provide comprehensive services that mutually benefit both Japanese and Filipino construction companies. Notably, the focus was on supporting the Small and Medium-sized Enterprises (SMEs), which serve as the backbone of both economies.
The event saw the participation of 16 Japanese and Filipino construction SMEs (Tokyo Rope International, Inc., Advantec Philippines, Inc., Ligare Co., LTD., Toyo Kensetsu Kohki Co., LTD., and Archivision 21 Co., Ltd., Multistyle Specialist, Inc., Cabalce Electrical Constructors, Inc., CNP ֱ and Supply, Rutland Trading and ֱ, Primebuilt ֱ, Polyphase One ֱ Inc., LCTSI Lead Core Technology System, Inc., RPV Electrotech Power System Inc, Cycon, Inc., and Genikos Power, Inc.).
The presence of officials from the DTI, CIAP and its implementing boards, and MLIT emphasized the significance of this collaborative effort.
This event marked a significant step in advancing cooperation between the two nations, aligning with the shared goals of promoting innovation, excellence, and sustainable growth in the construction sector.

15 September 2023, MAKATI CITY — The Department of Trade and Industry (DTI) inks new Memorandum of Understanding (MoU) with International Federation of Consulting Engineers (FIDIC), with the goal of enhancing Philippine local capability in international contracts.

The need to capacitate government engineers, architects, and other construction professionals on international contracts has been identified. The partnership with FIDIC is envisioned to support the Philippine Government’s infrastructure agenda with majority of projects undertaken through funding modalities supported by international development agencies or public-private partnership agreements requiring the use of FIDIC contracts, recognized as standards in the international arena. Likewise, the partnership will support the implementation of the Philippine ֱ Industry Roadmap 2020-2030 to improve the quality of construction and related engineering services and promote integrity, professionalism and innovation across the supply chain.

As part of the agreement under the 2-year MoU, a national awareness campaign will be conducted as part of the global advocacy program of promoting the use of FIDIC contracts.

Said MoU with FIDIC was signed by the DTI, through the Philippine Overseas and Domestic ֱ Board (PODCB) of the ֱ (CIAP), the agency in-charge of the implementation of the ֱ Industry Roadmap.

The PODCB drives and monitors the implementation of the Roadmap Action Plan on ֱ Services Exports and Outsourcing Plan advocating government’s support for construction firms and Architectural and Engineering (A&E) firms to strategically plan, build, and scale capabilities for providing Engineering, Procurement & ֱ (EPC) services, as well as educating and capacitating industry stakeholders on internationally accepted – standard contracts (e.g. FIDIC), contract drafting, management and administration, and developing negotiation skills for global competitiveness, and increased viability to undertake overseas projects. It also advocates for fair and equitable contract conditions for construction with the end-goal of maintaining the economic viability of the construction industry while upholding government’s development goals towards globalization.

Meanwhile, FIDIC, an international organization, promotes the FIDIC forms of contract and educates stakeholders on how contract provisions affect the efficient implementation of construction projects, especially big-ticket projects, and how to avoid and resolve disputes.

Supporting the undertaking, DTI Undersecretary Ireneo Vizmonte said: “Through this collaboration, we are taking a decisive step towards innovation, competence, and sustainability in our infrastructure projects… The memorandum of understanding signifies the commitment to knowledge exchange, capacity building, and fostering a deeper understanding of international contract practices. With the guidance and expertise of FIDIC, we are poised to strengthen our local capabilities in implementing and managing our infrastructure projects in accordance with fair and equitable contracts”.

This was echoed by PODCB Executive Director, Ms. Doris Gacho, as she said that “The partnership between DTI and FIDIC signifies our steadfast resolve in pursuing our vision of a globally competitive construction industry powered by highly skilled engineers and construction-related professionals committed to quality, sustainability and integrity”.

FIDIC Chief Executive Officer Nelson Ogunshakin, likewise said: “The program [the signing of MoU) should purpose to achieve greater strides in the future which is to allow people in this country to be trained under the FIDIC program through the FIDIC academy – also to be certified through the FIDIC Credentialing System…I hope this MoU will provide to be a real catalyst for us to move forward to help the Philippine industry to build better”.

Largest infrastructure implementing agencies, Department of Transportation (DOTr) and Department of Public Works and Highways (DPWH) also graced and supported the partnership.

DPWH USec. Cathy Cabral presented DPWH’s Strategic Infrastructure Programs and Projects, where she highlighted the agency’s accomplishments, and their vision towards creating more resilient and sustainable communities.

Further, DOTr Usec. Timothy John Batan presented their agency’s Transport Modernization Program. He highlighted that the DOTr has grown significantly throughout the years and with their projected mega projects and big contracts, the DOTr has been investing heavily on the conduct of FIDIC trainings for its people.

The new partnership was also supported by CIAP Executive Director, Atty. Marco Maat. In his closing message, he expressed that “[The CIAP is] excited about the continued support and collaboration between DTI and FIDIC in realizing the goals outlined in this agreement. It is through partnerships like these that we can ensure a stronger, more resilient construction sector for our nation. Together, we will accomplish great things”.

MAKATI CITYThe ֱ (CIAP), through its implementing arm, the Philippine Domestic ֱ Board (PDCB), forged new partnership with construction organizations and associations through the signing of a Memorandum of Agreement on July 18, 2023.

The MOA renews the parties’ commitment in promoting fair and equitable contract conditions, specifically the CIAP Document 102, as the uniform general conditions of contract for private construction and make it the norm in the construction industry.

The launch and commitment pledge was supported by leaders and representatives from the Philippine Constructors Association, Inc. (PCA);Philippine Institute of ֱ Arbitrators and Mediators, Inc. (PICAM); Philippine Institute of Civil Engineers, Inc. (PICE); United Architects of the Philippines (UAP); Philippine Institute of Certified Quantity Surveyors (PICQS) Inc.; Philippine Society of Mechanical Engineers (PSME); Institute of Integrated Electrical Engineers of the Philippines (IIEE); Council of Engineering Consultants in the Philippines (CECOPHIL); Organization of Socialized and Economic Housing Developers of the Philippines, Inc. (OSHDP); Association of Carriers and Equipment Lessors Inc. (ACEL); and Society of Philippine Electrotechnical Constructors and Suppliers (SPECS) Inc.

The event was formally opened by PDCB Executive Director Ms. Doris U. Gacho. In her opening message, she thanked CIAP’s partners in its advocacies, including the promotion of fair and equitable construction contracting. She said that CIAP Document 102 was made possible through collaboration and partnerships; and CIAP-PDCB, recognizing the importance of its industry stakeholders, looks forward to the signing of this MOA.

May this new Memorandum of Agreement that we will be signing today open a new beginning, a new chapter, as we open up a new path of shared success, as we navigate the challenges and opportunities that lie ahead. Together, we will make a difference, leaving a lasting legacy that transcends our individual organizations and resonates with the construction industry”, Exec. Dir. Gacho said as she concluded her message.

DTI Undersecretary Ruth Castelo graced the event and shared a message of support to the successful signing of the MOA. She said that the government needs the construction industry, its private counterparts in ensuring the growth and development of the industry, as a whole. She appealed to the partners present to continue their support to the DTI and CIAP, and to work hand-in-hand in building our nation.

Moreover, DTI Undersecretary and CIAP Supervising Undersecretary Ireneo V. Vizmonte, through a video message, delivered a message of support for this significant milestone which celebrates partnership and alliance among construction stakeholders, with the goal of turning shared vision on CIAP Document 102 into tangible actions.

With the approval of the revised CIAP Document 102 in 2022, the CIAP-PDCB embarks on this renewed partnership with construction allies in the active promotion for the adoption and use of the document among industry stakeholders. Moving forward, the CIAP-PDCB will be conducting a series of promotional activities for CIAP Document 102, in collaboration with these partner organizations and associations.

The event was formally closed by the Chairman of the PDCB, Engr. Levy Espiritu. CIAP Document 102 contains the general conditions ordinarily established in construction contracts, reflecting the usages, customs, and best practices in the construction industry. It forms part of the Contract Documents which include the: Agreement, Bid Documents, Specifications, Drawings, Special Conditions of Contract, and other Contract Documents. It is intended to have suppletory effect on private construction contracts. Its provisions serve as the procedures, guidelines, and criteria to be used in the implementation of the Contract, most especially in the interpretation of the ambiguities and omissions of stipulations in the Contract.

CIAP Document 102 was originally formulated by a committee created by the CIAP Board composed of various professional groups in the industry in 1997, and it was subsequently amended in 2004 and now, in 2022, by the TWG and Committee in CIAP Document 102, with representatives from both the private and public sectors in the industry.

29 March 2023, Taguig City – CIAP Executive Director-In-Charge and PODCB ED Doris Gacho talks about the role of women in changing the landscape of the construction industry during the 2023 ULI Philippines National Conference held at the Grand Hyatt BGC.

The CIAP, through ED Gacho, also joins and supports the launch of the Women in Engineering Movement spearheaded by the CECOPHIL YPF.

As the industry looks for solutions to the growing workforce shortage, recruiting more women appears to be one of the most viable. Employing, educating, and supporting women construction workers are now deemed necessary to ensure long-term industry progress. Challenges will be encountered, not just by women, but everyone in the industry. But as a woman myself, I encourage all the women right now to always be yourself, have that courage, and confidence; Be an expert in your field; Let us support and inspire one another; and find ways to devote time to both career and family life. The Philippine Domestic ֱ Board (PDCB), one of the implementing arms of the ֱ (CIAP), in partnership with the Philippine Constructor’s Association, Inc. (PCA), successfully conducted the second run of the info session entitled Know Your Contracts: An Overview of ֱ Contracts in the Philippines. This was held at the sidelines of PhilConstruct Luzon last 30 March 2023, from 1:00 PM to 4:30 PM at the SMX Convention Center Clark, Pampanga.

A total of 96 participants attended the event physically, while 32 were accommodated online. Various industry stakeholders including contractors, developers, designers, construction professionals, and those from government agencies were present, filling the venue to the overflow.

The program was officially opened by the PDCB Chairman and DATEM’s CEO Engr. Levy Espiritu.

The first lecture on The Basics of CIAP Document 102 was delivered by no other than Atty. Roberto Dio, a practicing lawyer for 37 years, an accredited mediator and commercial and construction arbitrator both for domestic and international arbitration, and a Certified CIAP Document 102 trainer. His lecture covered an introduction to contracts, specifically construction contracts and documents, the overview of CIAP Document 102, its purpose, its application and relevant Supreme Court applications, the basic principles in interpreting construction contracts, and the salient features of CIAP Document 102.

The second presentation on the Simplified Philippine Bidding Documents (PBDs) for Goods and Infrastructure Projects was delivered by our very own Atty. Aiiza Fiel A. Arcenal, the Division Chief of the Programs and Policy Coordination and Monitoring Division (PPCMD) of the CIAP, and an accredited GPPB-trainer on R.A. 9184. She discussed the contents of the simplified PBDs for Goods and Infrastructure projects and how to prepare these documents.

The third presentation on FIDIC Contracts was delivered by the renowned Mr. Salvador P. Castro, Jr., a civil engineer conferred both as an ASEAN and APEC engineer, a multi-awarded and globally-recognized FIDIC Contracts trainer, and the chairman of SPCastro, Inc. He differentiated domestic contracts and international contracts, introduced the various standard forms of FIDIC Contracts and their respective uses, and explained their applicability and relevance to our foreign-funded projects. He also highlighted how the FIDIC Standard Forms of Contract can address possible claims arising from recent issues, such as the pandemic, price escalation of fuel and materials, climate change, and international trade sanctions, through its key provisions on force majeure, variation and adjustments, among others.

Following the presentations, a question-and-answer portion was facilitated where the queries of the audience were expertly addressed by the resource speakers. The program was officially closed by the PDCB Executive Director and CIAP Executive Director-in-charge Ms. Doris Gacho.

The ֱ Manpower Development Foundation (CMDF) successfully completed its first-ever public offering of the Foremanship Training and Certification Program (FTCP) on March 25, 2023. 25 construction foremen and experienced construction workers with potential advancement to foremanship underwent the training in Makati City.

Previously only offered to companies, the FTCP is now available to the public. This allows individuals and small and medium construction groups to avail of the program which aims to develop competent construction foremen. Through the program, they are taught to supervise work, create effective work teams, measure work productivity, apply problem-solving skills, implement safety and environmental programs, and ensure the quality of construction projects, among other things.

Engr. Rodolfo Menguita, organizational consultant and CMDF Board Member, lead the 4-Day Training while CMDF’s internal assessors Engr. Anthony Von Ryan O. Panelo, Engr. Ejay Craig D. De Leon and Arch. Nilo Eligio M. Calingasan, Jr. conducted the assessment.
